Defense Minister Sergei Shoigu proposed to gradually increase the limits of the military age. He proposed raising enrollment in the military from 18 to 21 years, and the age limit from 27 to 30 years. The number of Russian Armed Forces must be increased to 1.5 million people, including 670 thousand contract soldiers. Those who wish to voluntarily conclude a contract must be given this opportunity from the first day of service.

Sergei Shoigu voiced several other proposals. He advocated the creation of two interspecific strategic territorial associations of the armed forces – the Moscow and Leningrad military districts. 2 new airborne divisions will also be formed.

“Given NATO’s desire to build up military potential near Russia’s borders, it is necessary to take measures to create a group of troops in the north-west of the country,” the minister said.

“It is necessary to increase the number of Russian armed forces to 1.5 million servicemen, including 695,000 contract soldiers,” said Sergei Shoigu, calling for the possibility, at the request of citizens, to enter military service under a contract or be called up from the first day of joining the service ( quote from RIA Novosti). He also instructed to increase the number of contractors to 521,000 by the end of the year, taking into account the replacement of the mobilized in the groupings and the acquisition of new formations. The transition to outsourcing in 2008-2012 led to the practical destruction of military repair bodies, since 2012 measures have been taken to recreate them, the minister also said.

In the Russian Federation, male citizens aged 18 to 27 years old, who are registered with the military or not, but are obliged to be registered with the military and are not in the reserve, are subject to conscription for military service.

In 1993, the normative act that existed in the USSR was canceled in Russia – the law of the Russian Federation “On military duty and military service” came into force. Initially, the document reduced the service life to 1.5 years, and in the Navy – to 2 years. In 1996, a new law came into force, according to which the duration of service in the army and navy was up to two years.
