Defense Minister Sergei Shoigu approved a list of diseases with which citizens of the Russian Federation and other countries cannot enter contract service during mobilization, martial law and wartime.
Ministerial Decree published on the legal information portal. The list consists of 26 items. The list included: HIV, hepatitis B, hepatitis C, all forms of active tuberculosis, type I diabetes mellitus, mental and behavioral disorders caused by the use of psychoactive substances, visual acuity of one eye 0.09 or lower, consequences of injuries that moderately limit movement in joints, and others.
The list was developed in addition to the law allowing convicted citizens to enter into a contract for military service during the period of mobilization. The law was signed by President Vladimir Putin and came into force on June 24, 2023. The law allows, during the period of mobilization and martial law, to conclude contracts with the RF Armed Forces for citizens who were previously recognized as limitedly fit for military service due to health reasons, if their disease is not included in the list.
