The Russian Embassy recommended that Russians not come to Latvia in private cars

The Russian Embassy in Riga strongly recommended that Russians refrain from visiting Latvia in private cars, reported in the Telegram channel of the Russian diplomatic mission.
In case of confiscation of vehicles, car owners are asked to “bring the relevant information” to the embassy.
12 September Latvia banned entry into the European Union for persons with vehicles registered in Russia. Car owners will have to return back to Russia or Belarus, otherwise the car may be confiscated.
On September 8, the European Commission published a clarification on the import of vehicles with Russian license plates into the EU. Russian transport, regardless of whether it is used for private or commercial purposes, may be seized. Also, Russian citizens are temporarily prohibited from transporting items whose import from Russia is prohibited. This includes, but is not limited to, laptops, smartphones, and cosmetics. On September 11, EC representative Daniel Sheridan Ferry clarified that each EU country will be able to make its own decisions on the implementation of specific restrictions.
