Accused of punitive conspiracy in the supply of system units received suspended sentences
The Gagarinsky District Court of Moscow has sentenced four top managers accused of cartel conspiracy in the supply of system units to the Central Election Commission.
As it became known to MK, the criminal case was initiated in May 2021. The former president of the National Computer Corporation (NCC) Alexander Kalinin, the vice president for strategic development of Aquarius Vladimir Piskunov, the co-owners of Business Computers Group Dmitry Kuvshinnikov and AMI-Network Mikhail Komarov were in the dock.
The reason for the investigation was the collusion of the participants in the tender for the supply of computers for the GAS “Vybory” in 2016. Then the competition was won by the company “Business Computers Group”, with which a contract was signed for 645.8 million rubles.
The CEC drew attention to the fact that the initial maximum bidding price decreased by only 1%. During the investigation, the Federal Antimonopoly Service obtained evidence of an illegal agreement between suppliers, where, in addition to the winner, there were AMI-Network and NCC’s subsidiary Aquarius Group. Due to collusion, other manufacturers could not participate in the tender. The investigation believes that the damage amounted to 97.9 million rubles.
The prosecutor requested 5 years in a penal colony for each defendant in the case. The court appointed Alexander Kalinin 2 years and 10 months probation, obliging him to pay a fine of 400 thousand rubles. Vladimir Piskunov, Dmitry Kuvshinnikov and Mikhail Komarov were also found guilty, they were sentenced to 3 years probation and a fine of 450 thousand rubles.
