Senator Klishas proposes banning electric scooter rides in cities

Andrei Klishas, chairman of the Federation Council Committee on Constitutional Legislation and State Building, believes that electric scooter rides in cities should be banned. The senator proposed to allow them to move only in private villages and parks.
“In my opinion, electric scooters should not be used on city streets. Too many incidents involving them. I think you can leave them only in parks where there are specially designated paths for these devices, or in private villages where the owners agreed with the possibility of using electric scooters,” said TASS Mr Klishas.
According to a survey by job search service Superjob, just over a third of Russians surveyed spoke out for introducing a ban on electric scooter rental applications (kicksharing). Their main claims are the lack of driving culture, non-compliance with the speed limit and the danger to pedestrians and drivers created by users of kicksharing services. Another third spoke out against the ban, suggesting that traffic rules be regulated instead. The rest are undecided.
Most supporters of the ban on kicksharing are among Russians aged 35 to 44 and with an income of 50,000 to 80,000 rubles. Residents of Ufa and St. Petersburg are the most intolerant of electric scooters – the share of opponents of scooter rental reaches 44% and 42% there.
