Rosobrnadzor and the Ministry of Education have prepared new amendments to the law “On Education” to reduce the bureaucratic burden on teachers. It is promised that relaxations in reporting will affect teachers at “all levels.” And the paper and electronic unloading will begin with school teachers, because they are the most among the teaching fraternity.
For teachers, there will presumably remain four reports per month, but even if there are only six, any teacher, especially with a classroom management, will cry with happiness. Because it has been calculated: class teachers spend 4–5 hours a week on reporting, today their number fluctuates between 10–20 per month. Subject specialists write and compile smaller documentation; it takes them 2–3 hours a week. But any school head teacher sends 100 monthly reports to the authorities.
How, given such situations and rampant bureaucracy, the number of “government needs” will drop to 4–6 per year is unknown. An experiment to reduce document flow starts in 24 schools located in 6 regions. Including in Moscow.
“The worst thing in a teacher’s job now is reporting,” declares the majority of school teachers. So what do teachers send and where?
At the beginning of each academic year – a work program and a calendar-thematic plan of work in your subject. Here I would like to emphasize that with the introduction of new Federal State Educational Standards standards, work programs are strikingly different from textbooks. And it requires a lot of creativity when compiling them.
Class performance indicators are also required (taken in trimesters and quarters, but extraordinary requests are not uncommon). And a plan for working with underachieving students – the frequency of the report depends on the will of the department or other educational body.
Self-analysis of the teacher’s activities – like once at the end of the year, but options are also possible (“MK” has information about a school where “self-analysis” is required by the administration weekly).
The class teacher’s diary is kept throughout the year, but excerpts from it are also periodically required. This is generally a very serious set of documents, including a detailed “file” about each of the students, although there is also a personal file. Stirlitz himself would be envious of such a dossier. There is also a “class social passport” with a “portrait” of each student, which must be submitted to the school sociopsychologist at the end of the year.
Reports from numerous school competitions, quizzes, shows and sports days. Separately – reports on the Olympiads and their successes, for each. Extracurricular activities also require documentation in the form of an extracurricular activity plan. And, of course, post-reports during or after the event, often with photo and video recording. As well as parent meetings and topics for them (a separate report is required). And then there are requests that, if they came from somewhere, must be answered, and also correspondence with higher educational authorities.
Reports on the professional preparedness of teachers themselves. Such as certification, passing the category, advanced training and retraining courses.
New topics due to changes in school structure and time trends. Schools have already added reports on the educational work of the class (with long-term development plans for the year), reports on the conduct of “Conversations about Important Things.” And these reports are not at all monosyllabic: the theme and script content of the hour, the form of the event, the number of participants, etc. are indicated. Elsewhere, separate reports on patriotic work have appeared or are being introduced. And the return of NVP (initial military training) is already looming on the horizon…
“Somewhere, something may not exist, the same diaries of the class teacher,” says Lidia Leonidova, head teacher of a Moscow school. – But in return there will be something else, like a journal for recording the conduct of the GPD (extended day group). After all, both subject teachers and class teachers report not only to the department, but also to the management of their school too. Everywhere this year, another type of reporting will appear, which concerns the introduction of career guidance in schools. They will have to contain plans, a thematic component, and statistics of results. Most likely, returning to labor education school will also not be without your own reporting.
Reducing paperwork at school and reducing bureaucracy for teachers who are suffocating in this wave have been continuously talked about at all levels for several years now. True, at first it was about reducing the paper load. Paper work, indeed, has decreased – across the country, program designers for subjects, electronic tables for filling out, and even an entire portal developed specifically for schools (still unfinished), and other gifts of progress in IT, have appeared all over the country. On the one hand, each individual report began to be completed faster. On the other hand, their number has increased.
Last year, a list of mandatory reports for teachers, consisting of nine items, was officially approved. But in real life, many schools, especially regional ones, do not comply with it.
