US citizens were banned from adopting Russian children in 2012 (the ban is known as the “Dima Yakovlev law”). In August 2022, a law banning adoption by families from unfriendly countries was submitted to the State Duma. initiative did not support presidential council.
According to the American LGBT rights portal Ecualdex, surgical sex reassignment is allowed in 67 countries around the world, including Iran, Egypt, Kazakhstan, Kyrgyzstan, Mongolia, China and Turkey. Iran and Thailand are among the leaders in terms of the number of such operations.
On June 14, the State Duma adopted a law banning sex change at will (this applies to both primary and secondary sexual characteristics). At the same time, the bill allows for operations to treat congenital anomalies of sex formation in children, but only after the decision of the medical commission of the federal state institution. The amendments also prohibit registry offices from correcting documents based on gender reassignment certificates issued by medical organizations.
State Duma speaker Vyacheslav Volodin said that the lower house of parliament could consider this bill in three readings before the end of the spring session. The authors of the bill are almost 400 deputies from five factions. Sources of “Kommersant” in the State Duma said that the bill was developed due to the increasing cases of providing certificates of gender reassignment in order to avoid conscription.
