As Ekaterina Illarionova, assistant at the Department of Human Resources Management at the State University of Management and HR consultant, noted, the shortage of office employees is due to the reluctance of young people to work outside of home. Previously, such offers served to start a career, but now they are absolutely uninteresting for the younger generation. Employers are forced to offer improved working conditions in order to attract the few who enter this market.

She noted that wages are also impacting the employee shortage, as administrative and support staff are often the last to receive raises. As a result, employees leave for better-paying positions.
