The Regional Commonwealth in the Field of Communications (RCC, unites Russia, Ukraine, other countries of the post-Soviet space, as well as Bulgaria, Mongolia, Slovenia, Afghanistan) proposed to the International Telecommunication Union (ITU) to make changes to the global radio regulations that would allow the use of the frequency band 6425–7125 MHz for the development of the 5G standard. This was stated by the vice-chairman of the RCC working group, deputy director of the Scientific and Technical Center for EMC Analysis of the Federal State Budgetary Institution “NIIR” Sergei Pastukh (representing Russia) at the ComNews “Telecom Eurasia” conference on October 19 in Kazakhstan. He did not say when the proposal was sent, but clarified that this issue was submitted by the RCC for discussion at the World Radiocommunication Conference (WRC-23), which will be held in November-December 2023 in Dubai.
The Radio Regulations are an international treaty governing the use of the radio frequency spectrum for mobile and satellite communications, TV broadcasting, etc. It is mandatory for implementation by relevant regional administrations around the world. The WRC is held every four years in order to amend the regulations as technology improves.
