Diplomas and degrees of the Independent were equated with attestation of unfriendly foreigners
The news that the agreement between the Russian Federation and Ukraine on the recognition of diplomas and scientific degrees has been denounced has excited many. And not only refugees from Donbass, Zaporozhye and the Kherson region, which have become new Russian territories. But also residents of other parts of Ukraine who now temporarily or permanently reside in Russia. Or there are Russians who studied at Ukrainian universities.
The decision not to recognize MFA diplomas was not sudden. Back in March, the decision to terminate the agreement on the equivalence of diplomas (it was concluded in 2020) was made by the Cabinet of Ministers of Ukraine. Then, in March, the Ministry of Education and Science explained that Russia recognizes diplomas of higher education and academic degrees of people from the LDNR (and then, in September, Zaporozhye and Kherson regions were added to this list). Holders of such certifications and titles only need to confirm their “crusts” through a simplified verification procedure at Rosobrnadzor. The term for consideration of the application is up to 8 days.
The same procedure, only in its entirety, now awaits all holders of Ukrainian diplomas and degrees. In fact, they are equated with foreigners, people from countries with which Russia does not have an agreement on the “exchange of diplomas.” The term for consideration of such an application is 30-45 days.
“MK” talked to those who fell under these changes.
“My brother lived and studied in Kyiv until 2004,” says Svetlana, a Muscovite. – I met a girl, fell in love, moved to Kyiv for her. We then had fears that his diploma would not be appreciated here, and he is a smart guy. There he studied at the Shevchenko National University of Mechanics and Mathematics. But it was also translated not from anywhere, but from MEPhI. Yes, they only enrolled in a paid department. But he still had a little more than a year to get his bachelor’s degree … In general, we learned in advance that there was this agreement on the mutual offset of diplomas, we calmed down. Now my brother works as a head of production in the commercial department of a scientific research institute in Moscow, he left Ukraine a long time ago. And then there’s this twist…
Not very happy with the news and holders of Ukrainian diplomas in the status of refugees. And without that, it is not easy to find a job, there are new bureaucratic obstacles.
– You know, they just give up when they found out, – admits 46-year-old Alla from Nikolaev. – Even though my university is simple and “librarianship”, but I didn’t aim high. Maybe at the MFC or somewhere else they would take the papers to shift. Only my husband and I passed the quest to obtain the status, and my husband was able to confirm the car license. Again, great – I don’t have a degree. For my current job as a “migrant without a patent”, that is, a cleaner and dishwasher, a diploma is not needed, of course. But still, I hoped that I would find a better job.
According to the Ministry of Education and Science, Russia has agreements “on friendship with diplomas” with 13 out of 48 unfriendly countries, including Hungary, Spain, Italy, Croatia, France and others. 500 in three (out of five) world rankings. And the same thing, that is, a long confirmation of documents on education through Rosobrnadzor, awaits Russians – holders of documents on higher education and scientific degrees on the Move. If clarifying by-laws are not added to the decision over time, experts say.
