Rules for admission to universities-2023: how to correctly apply and enter

The constancy of change is the motto of our educational system. So in 2023, admission to universities did not remain unchanged. The main ones are a decrease in the number of directions where documents can be submitted and a system of admission priorities.

The number of universities “for maneuver” has remained the same, there are 5 of them. But inside each university, you can now choose from 2 to 5 specialties where to apply (previously there were from 2 to 10). That is, hypothetically, before each applicant had 50 chances of admission, now 25, which is also not bad.

The novelty of the season is the priority of admission. This means that when applying to a university (and priority is valid within each university), you need to indicate the specialties you want to get into by numbers from one to five, starting with your dream profession and ending with “this one will do.” That is, the priorities are indicated from the highest to the lowest, as in the hit parade. Experts advise not just writing a regular application, but writing a motivation letter to the university, arguing why you want to enroll there.

– Having canceled the consent to enter – now the submission of the original to the university is the consent – we got rid of an unnecessary rudiment, – says Evgeny Serov, an expert in the field of higher education. – With priorities a little more difficult.

In an effort to make admission easier and more transparent, so that future students can better navigate the competitive lists, we have loaded the admissions committee.

Whether they can cope with such an influx of work technically, this year’s reception will show. So, in order to increase your chances, you need to submit the maximum allowed number of applications to different universities, to related faculties and groups, and to all forms of education: full-time, part-time, part-time and evening. Not forgetting that any parent university also has branches. For all forms of payment, if you are ready to pay for tuition. The second is to constantly monitor information. And, probably, do not delay making a decision until the last days of admission.

This year, as before, beneficiaries, target recipients and Olympiads will first be credited to the budget – the order for their enrollment will be issued before July 29-30. And on August 4-9 – an order to enroll the rest of the state employees. Also, a feature of the year will be a special procedure for admitting applicants from the DPR, LPR, new regions and part of the border territories of the Russian Federation – they will be enrolled based on the results of certificates, interviews and entrance examinations, if any.

If there is a shortfall, this year each university has the right to additional waves of enrollment.

What is more important – the applicant has the right to change his priorities, indicated in the letter to the university, “in the course of the play.” You can make changes to the order of priority until it stops, until July 25th. Even if the selection committee expresses dissatisfaction, the applicant has the right to insist on changes.

All of the above applies to those who apply for free education at a university. For payers, the Ministry of Education and Science left the submission of consent in those universities where not the original certificate is provided, but a copy of it. An analogue of consent at paid branches is the corresponding mark on the state portal.

Earlier, “MK” already wrote about the easiest way to apply to universities and what to pay attention to. Arkady Surdin, a member of the admissions committee at the medical university, a teacher, tells about other intricacies of admission in 2023.

– Firstly, I would like to remind everyone about the target sets, – says Arkady. – This is especially true for those who studied well, but for some reason passed the exam worse than expected. Here, either hope for a lucky break, or go to a low-ranking university. Or still look for information about target sets for industries, for enterprises.

There are risks – if you do not finish your studies, you will have to reimburse the money. And after the end there will be a contract with mandatory working off. But the pluses are not bad: a much smaller competition and early enrollment. And you can go where you dreamed. Let not in the tops, but in good strong universities.

It is clear that this year the easiest way to get into the target audience is in engineering and IT. But this does not mean that in medicine, chemistry or biology it is not worth trying.

The second thing I would like to draw attention to is that all benefits and additional achievements must be confirmed by documents. Yes, the Ministry of Sports has made a single database for owners of TRP badges, but not all commissions are aware of this.

And on the bureaucratic part – according to Surdin, every year there is a screening of Olympiads and beneficiaries who did not bother to familiarize themselves with the lists. All information is on the official websites and you should read it carefully – all benefits and bonuses for applicants are strictly listed. Sometimes a graduate’s lack of awareness works at a loss: not everyone knows, for example, that volunteering gives additional points to the Unified State Examination. Or the final essay “excellent”.

Also, admissions committees are annually besieged by beneficiaries who do not know that creative or special universities have their own admission procedure. Probably, this year the same will happen to those who enter the “special procedure”, without the exam. Not all benefits exempt from additional entrance examinations (DWI). All this must be learned in advance at the university itself.

And the benefits themselves also differ – athletes (except for the highest achievements such as top Olympics or the World Cup) without DWI enter only sports, and other universities on an equal basis with everyone else. That is, let’s say, benefits apply to sports medicine, but not to general surgery.

It is necessary to pay attention to the fact that it was in 2023 that universities were given more freedom in organizing DWI. Now the tests may be different for those who graduated from high school and those who come from secondary special education. In creative universities, DWI can be in several rounds.

Another subtlety that experts pay attention to is that additional admission to universities (in fact, this is the very “second wave” that was canceled in 2020) not only changed the deadlines (it used to go until September 16, now until August 29) . But he also provided an opportunity to apply to applicants who had not previously participated in the competition at this university. And, therefore, this is an opportunity for a second chance for those who missed their priorities and did not get anywhere in the competitive lists.

It is also important to remember that the acceptance of certificates throughout the country ends not only on a single date (July 25 for ordinary universities and on July 20 for universities with DWI), but also at a single time – 12.00 Moscow time.

In total: experts advise ten times to check all documents for admission, confirm benefits and individual achievements (points for the Unified State Examination), find out everything about the requirements of the university itself and DWI, if any.

Submit the maximum allowed number of applications (5), send motivational letters to universities. To study the KTsP (admission control figures) and monitor the lists, not fully trusting the work of the admissions committee (although, in theory, the enrollment priority system shifts part of the responsibility to universities). Do not leave the choice for later and know that before July 20-25, you can change priorities. If you still flew by, do not panic – officially canceled, in fact, the “second wave” is back.
