The Governor of the Rostov Region, Vasily Golubev, has declared a state of emergency in the city of Shakhty and four districts of the region. The reason is a heavy snowfall, due to which 76 kilometers of the M-4 Don highway had to be blocked. There were so dense traffic jams that the road services have to cut the fence in the middle of the lane. Heating points are deployed on the highway; the authorities of the region promise to organize the delivery of fuel and products to blocked cars.
The snowfall began in the Rostov region on the night of March 30. How notes local portal 161.ru, a sharp change in the weather was a complete surprise for the residents of the region: by the end of March, fruit trees were already blooming in Rostov-on-Don, and the townspeople had long removed their winter clothes. The last time such a prolonged snowfall at the end of March was recorded in 1995, informed climatologist Alexander Ioshpa.
The most difficult situation has developed in the north of the region. By the middle of the day, there were numerous accidents and many kilometers of traffic jams on the M-4 Don highway. So, by 16:00, the section from the Lesnoy farm to Verkhneveyny was completely up. The traffic police closed a section of the highway in the Kamensky district for trucks, but this did not help much – by 18:00 the traffic jam stretched for 50 kilometers. At the same time, the cars were parked in both directions – at the entrance to Kamensk towards Rostov-on-Don and from the turn to Shakhty towards Kamensk. “Now my husband is in a traffic jam near Kamensk-Shakhtinsky. In four hours, I didn’t drive a meter. The traffic jam was huge: someone ran out of gas, someone ran out of food and water,” a 161.ru reader said. “They called 112, they said they knew everything. They say you have to wait two hours. There are kids in the cars.” At the same time, five trains were delayed due to snowfall.
At the same time, there were problems with energy supply in the region. Almost 35,000 residents in 8 districts and 3 cities were left without power due to a blizzard and sleet, Governor Vladimir Golub said. It’s about:
- Kamensk-Shakhtinsky;
- Zverevo;
- Gukovo;
- Kamensky district;
- Krasnosulinsky district;
- Ust-Donetsk region;
- Orlovsky district;
- Bagaevsky district;
- Semikarakorsk region;
- Belokalitvinsky district;
- Oktyabrsky rural area.
“Power engineers have been put on high alert,” the governor said. “Across the region, 343 brigades, 1,244 people and 640 pieces of equipment, have been involved in operational recovery work. Emergency recovery work will be carried out around the clock. I receive a report on the elimination of accidents every hour. The regional administration later clarified: “There is not a total shutdown. Due to accidents, part of the population is left without electricity, but the accidents are gradually eliminated.”
Meanwhile, 36 units of large road equipment were sent to eliminate snow drifts on the Don highway. “We are working in emergency mode. Regional and municipal services have been mobilized,” the governor wrote.
Heating points for stuck drivers were deployed on the highway:
- 960th km;
- 969th km (Osinovaya Balka);
- 925th km;
- 362nd km of the A-260 highway;
- Belokalitvinskoye direction (n. p. Krasnodonetsky, Sinegorsky, Boguraevsky, Krasnogorka).
Two more points are open at the beginning and end of the traffic jam – in the area of Krasny Sulin and Kamensk.
“At the moment, heavy equipment is working, clearing the approaches to blocked cars. As soon as the opportunity arises, the supply of fuel and food will be organized and evacuation organized if necessary, ”said Sergei Bodryakov, deputy governor of the Rostov region, at night. At 10:13 p.m., Governor Vladimir Golubev wrote: “In connection with the current situation, I decided to introduce an emergency regime in the city of Shakhty, Belokalitvinsky, Kamensky, Krasnosulinsky and Oktyabrsky districts.”
At 23:04 the press service of the Main Directorate of the Ministry of Emergency Situations in the Rostov Region published video of work on a snowy track. Rescuers cut the metal fenders separating the lanes so that cars can get out.
The Rostov hydrometeorological center warns that on Friday, March 31, rain will continue, and sleet will be added at night and in the morning. It is assumed that the temperature will begin to rise only on April 2.
