The government of the Rostov region sent a request to the command of the Southern Military District to give leave to natives of the region mobilized in the fall of 2022. This was announced by a government representative on the Telegram channel of Governor Vasily Golubev.

Local residents, in comments to Mr. Golubev’s posts, have repeatedly complained that those mobilized have still not been given leave. By words users, “civilians have been mobilized, and no one knows for how long.” Residents are indignantthat those mobilized “have been taking the rap for the whole country for a year now,” and writethat they were “tired physically and psychologically in a way that is difficult to express in words.” In this regard, citizens asked “to designate a specific period of service for those mobilized and recognize their service as sufficient.”

In the government press service answered, that “issues of dismissal, rotation and provision of leave to mobilized people” are the competence of the Ministry of Defense. “The regional leadership sent a petition to the command of the Southern Military District to provide leave to natives of the Rostov region who were called up as part of partial mobilization in accordance with the schedule,” the authorities assured.

Chairman of the State Duma Committee on Defense Andrei Kartapolov said that contract soldiers will be used to rotate military personnel in the zone of military operation in Ukraine. He assuresthat there is no need to carry out a new mobilization. “Today there are more than 200 thousand military personnel under contract for this year alone, so it will be almost one to one by the end of the year, and maybe more,” he said “Lente.ru”.

President Vladimir Putin announced partial mobilization on September 21, 2022. On October 31, he announced its end, but did not sign a separate decree about this. The Russian Ministry of Defense said that 300 thousand people were drafted into the army during that period.
