Roskomnadzor will draw up an administrative protocol against rapper Alisher Morgenstern (the Ministry of Justice recognized him as a foreign agent) due to the lack of foreign agent markings in his Telegram channel. A source close to Roskomnadzor reported this to TASS.
According to the source, a report will be drawn up against Morgenstern under Part 4 of Art. 19.34 of the Administrative Code, which provides for a fine of 30 thousand to 50 thousand rubles for individuals. The basis was a post in the channel published in mid-October. The protocol may be Morgenstern’s third.
The previous decision on the absence of foreign agent marking, which provided for a fine of 40 thousand rubles, has not yet entered into force because it was appealed. The second protocol will be considered in the Savelovsky court on November 16.
The Ministry of Justice included Morgenstern in the register of individual foreign agents in May 2022. The Ministry of Justice materials say that the rapper was engaged in “political activities”, and the media company Yoola Labs Ltd (Israel) and Ukraine are indicated as a source of funding. Now Morgenstern is not in Russia.
