Streets without names in the former military town in Novosibirsk, which were proposed to be named after the heroes of the special military operation by State Duma deputy Alexander Aksenenko, can receive new names only after the approval of the territory planning project.
The authorities of the region indicated that, according to the rules of the city council of a Siberian city, the assignment of new names to streets is possible when historically established names are restored or when the purpose of an element of the road network is changed.
A name in honor of an outstanding statesman or public figure may be agreed after two years from the date of his death. Exceptions for persons who have been awarded the title of Hero of the Russian Federation, Hero of Labor of the Russian Federation, Hero of the Soviet Union, Hero of Socialist Labor. In this case, the street can be named even during the life of the hero.
The city authorities also reminded that the renaming of streets is an economic and organizational cost. They believe that this can also cause “social tensions among residents of residential buildings and organizations that are located in houses on these streets.
They will have to make changes to the constituent documents of legal entities, as well as documents confirming ownership. For ordinary residents of houses, renaming entails the replacement of passports.
