Residents of new regions of Russia will be able to receive Russian disability documents

Surveys for their receipt will be carried out until the beginning of 2026.

The procedure for medical and social examination of citizens of the Russian Federation, Ukraine and stateless persons who permanently lived or live in the territory of new regions of Russia was developed by the Ministry of Labor. It will apply to everyone whose disability documents expire before February 28 of this year, who for some reason lost their documents before this date, as well as to those who want to establish disability for the first time.

As it became known to MK, after the examination, all residents of the Lugansk and Donetsk People’s Republics, Kherson and Zaporozhye regions recognized as disabled will receive documents in connection with the establishment of disability, drawn up in accordance with the legislation of Russia. The examination will be carried out only with the personal presence of a citizen, regardless of his preference for the form of its conduct.

The survey is planned to be carried out from March 1, 2023 to January 1, 2026. Documents and information necessary for the examination, if possible, will be provided by medical organizations to expert institutions in electronic form. If medical organizations do not have such an opportunity, then until January 1, 2026 or until the technical readiness to start electronic document management, they will be able to provide the necessary certificates on paper.
