Dissatisfied citizens turned to regional governor Alexander Gusev for help on his social network page.
As one of the city residents said, the dog lover is the local owner of the shelter, which is located on the left bank of the reservoir. “…walking dogs on a frozen reservoir is insanity. And then every summer our services report to us how much infection there is…,” she said.
According to another city resident, dogs are walked without leashes or muzzles. “Since they eat each other, what can they do to people?” asked the Russian woman.
The dog owner himself said that allegedly back in 1994 he asked the local authorities to build a shelter for animals. As a result, the man organized it himself and now he does not have enough employees. “…I walk with 50 dogs… Should they sit in cages? They need to frolic and run,” shared a resident of Voronezh.
