President Vladimir Putin, by his decree, announced the call-up of citizens in the reserve and reservists for military training. This is a document published every year. According to the law, citizens who have served military service, graduates of military departments, and even people who have served in alternative service can be called up for two-month fees. At the same time, an age limit was set: privates and sergeants of the reserve can be called up for training up to 35 years old, junior officers (from junior lieutenant to captain) – up to 50 years old. Those who did not appear at the training camp face a fine of up to 3 thousand rubles.

Vladimir Putin signs a decree on conscripting citizens from the reserve every year. So, in 2021, in a similar document, the President ordered to organize conscription into the armed forces of the Russian Federation and the bodies of the FSB, and there were as many as three points marked “for official use” in the text of the decree.

According to the federal law “On Military Duty and Military Service”, citizens from the reserve are called up for training – people who have completed military service, graduates of military departments released from the army upon reaching the age of 27, and even citizens who have completed alternative service.

In addition, reservists are also called to the training camp – citizens who, after serving in the army, have concluded a contract with the Ministry of Defense of the Russian Federation on enrollment in the mobilization reserve.

The federal law establishes restrictions and age qualifications. So, according to Art. 55 employees of the Ministry of Emergency Situations, teachers, full-time students, senators, citizens with three or more minor children, persons with an outstanding criminal record and citizens with a reservation for the period of mobilization are exempt from fees. Fees may also be exempted for health reasons or in the case of guardianship of minor relatives. As for age restrictions, privates and sergeants under the age of 35 are subject to conscription, junior officers (from junior lieutenant to captain) – up to 50 years old, senior officers – up to 55 years old.

Rules for conducting fees regulated Government Decree No. 333. “Military training is understood as a set of measures to prepare citizens for military service,” the document says. Such training can be carried out in the form of “scheduled classes, exercises, drills and practical work on the maintenance of weapons, military equipment and other emergency supplies.” Military fees can be of two types – training and testing (“to check the combat and mobilization readiness of military units and military registration and enlistment offices”), the document says. The place and time of the training camp are determined by the Ministry of Defense. Separately, it is stipulated that their duration cannot exceed two months. When calling for training, a medical examination is carried out. The number of citizens called up is stipulated by a presidential decree (apparently, under the heading “for official use”). “The frequency of calling up citizens in the reserve for training camps, with the exception of citizens in the reserve, cannot be more than once every three years,” the law “On military duty and military service” explains. At the time of the training, citizens participating in them acquire the status of military personnel.

The government decree stipulates that citizens should be notified “in advance” about the call for gatherings – the relevant subpoenas must be handed in no later than ten days before they begin. As already reported by Kommersant, in March 2023, two weeks before the start of the planned spring conscription for military service, information appeared in social networks and the media about the delivery of subpoenas to those liable for military service in more than 40 regions of Russia. In a number of cases, for example, in the Penza, Ulyanovsk, Saratov regions, representatives of the military registration and enlistment offices and other authorities stated that some of those liable for military service were summoned to participate in training camps. Some of the lawyers interviewed by Kommersant then doubted that the collection was possible without a corresponding presidential decree.

Responsibility for failure to appear at military training is established by Art. 21.5 of the Code of Administrative Offenses of the Russian Federation on the failure by citizens to fulfill their military registration obligations. We are talking about a fine of 500 rubles. up to 3 thousand rubles
