The logic of Deputy Vitaly Milonov (the author of the initiative on anti-drug stands) is simple: drug addiction is a way for the spread of dangerous infections (HIV, hepatitis, tuberculosis) and other social dangers (domestic violence, etc.). In his opinion, the stands will help eradicate these phenomena. Since a drug addict, having entered a pharmacy and seeing information that he is acting badly and may end badly, will immediately run for treatment, and will not start begging from a pharmacist for some potent drug without a prescription. At the same time, the parliamentarian believes that the innovation will not increase the financial burden on pharmacies, since “the installation of stands and maintaining them in proper form can be undertaken by volunteer organizations.”
However, some colleagues considered Milonov’s idea “unpromising”. So, the deputy Svetlana Bessarab noted that we will not get rid of drug addiction this way, while the installation of information equipment will lead to unnecessary expenses for pharmacies.
“Unfortunately, recently there have been a lot of proposals and initiatives of this kind, which are then embodied in normative creativity, but in fact become unfeasible and increase the burden on the pharmacy business,” a lawyer told MK. Svetlana Voskoboynik. — We already have unrealistic requirements, for example, for pharmacies to comply with the minimum drug assortment, when it is impossible to purchase a drug from the list, since it has ceased to be produced or not for some reason from the distributor. At the same time, only pharmacies have responsibility and responsibility. Or there is a very pressing issue on dispensing drugs to teenagers. There is no ban on such leave, as, for example, in the sale of alcoholic beverages, tobacco, weapons, etc. And common sense says that it is high time to enter. This will primarily protect underage customers themselves and secure pharmacies, as clear limits will be set. Many pharmacy organizations in the regions are already actively interacting with the population, sharing their knowledge and guiding citizens towards a healthy lifestyle, helping in choosing preventive measures, educating them on healthy eating and giving up bad habits. But when it comes to legislative consolidation of important functions and inclusion in government programs, etc., they forget about pharmacies. They are remembered only when it is necessary to limit something, prohibit or find someone to blame. It is time for lawmakers and regulators to pay attention to the issues raised by the professional community, since their resolution will primarily improve the provision of medicines to the population and establish clear and understandable mechanisms for interaction.”
