Regions will expand the powers to protect the population from stray dogs

The regions of Russia will expand the powers to protect the population from stray animals, the corresponding bill was approved by the government, according to the Izvestia material.

The new bill will allow regional governments to regulate the procedure for euthanizing stray dogs by their laws. The Cabinet of Ministers agreed that the heads and legislative assemblies of the regions should have the authority to determine the procedure for handling orphan dogs, while they will have to take into account the position of local residents. The adoption of such a normative act is justified by the need to protect the population from stray dogs in an unfavorable situation in some regions.

At the same time, Nikolai Zakharov, president of the Russian Cynologists Guild, said that at the moment there is no scientific method for determining the aggressiveness of stray dogs in Russia, and therefore it is not clear what local authorities will be guided by when making decisions. In his opinion, unreasonable cruelty towards stray dogs is unacceptable.

Earlier, deputies of the parliament of the Orenburg region sent a proposal to the State Duma to kill stray dogs. The initiative was developed with the participation of the governor of the region shortly after the attack of wild animals ended in the death of a child.
