Regions of the Russian Federation deny medicines to patients with cardiovascular diseases

Russian patients who are under dispensary observation and have undergone a recent (less than two years) acute cerebrovascular accident, myocardial infarction or stenting have faced a denial of preferential drug coverage due to their lack of permanent registration in the region where they live and work. This follows from the statistics of complaints to the All-Russian Union of Patients, which he cites in a letter to Prime Minister Mikhail Mishustin (Kommersant has it).
As Yury Zhulev, co-chairman of the union, told Kommersant, the organization began to receive complaints from citizens on its hotline about the denial of preferential drug coverage from such patients. “The systemic nature of these complaints suggests that the subjects could not understand the mechanism of the new preferential provision. This is a separate federal subsidy that allows citizens with CVD to receive preferential drug coverage in any region of residence, regardless of their registration. We hope that the Ministry of Health will issue an appropriate clarification and that denials of life-saving therapy for patients with CVD will not become a common practice,” he said.
Recall that since 2020, the Ministry of Health, together with several regions (including the Crimea, Novgorod and Chelyabinsk regions), has launched pilot projects to provide patients with certain cardiovascular diseases with drugs.
The main idea of the “pilot” is to increase adherence to drug therapy in patients whose condition can deteriorate dramatically without it and who cannot qualify for drugs under the current system of drug benefits.
Among the diseases included in the regional “pilots” are acute cerebrovascular accident, myocardial infarction, coronary artery bypass grafting, angioplasty of the coronary arteries with stenting, catheter ablation for cardiovascular diseases, and others.
