The groans of the rectors – this has never happened before. The tops of the university are shaken by weeping and gnashing. The Ministry of Education and Science is preparing to implement the threat voiced back in the summer: to bring the rector’s salary in line with the salaries of ordinary university employees. From now on, the salary of the heads of universities (the rector, his deputies, the chief accountant) will not have to exceed 12 average salaries for the university.
The draft government decree, codenamed “twelve”, like Blok’s, concerns 11 universities in the Russian Federation. Among them there are tops, Moscow and St. Petersburg, scientific institutes (Kuchatov and not only) and even the Academy of Sculpture and Architecture. Looking into the rector’s pocket is a thankless task. But still … The annual salary of some assistant professor per month – is it really so small? And then it turns out that the leaders of the university community are let down by greed. The calculations are approximately as follows: in 2021, the average salary of a rector for the year was 6.8 million rubles (about 550 thousand rubles a month). “The average temperature in the hospital”, taking into account the regions, is a thankless task: somewhere around 4 million, somewhere around 400 thousand … And in the same 2021, a number of Moscow universities were fined for failure to comply with the May decrees of the president, according to which the salary of a university teacher should not be lower than 116 thousand rubles. Here it is no longer “someone” or “somewhere sometimes”, but specific universities were named. And almost all those who are now protesting against the “rector’s million”.
The income of professors at the level of 100 thousand plus is a dream, in fulfillment of which teachers are now jumping around universities, taking workloads right and left. But the rectors themselves, as well as their right-left hands, abhor salaries of 1.4 million rubles. Not according to our rank, they say, this little money is for us.
By the way, about the ranks. In tsarist Russia, to which the State Duma likes to appeal so much, the multiplicity of 12 was not even close. The rector of the university, a real State Councilor of the IV class, received at best 350 rubles. An ordinary professor and associate professor, in the report card rank VII, was called “court counselor”, had an average salary of 145 rubles. A step below was a collegiate assessor, rank VIII, the average salary of 135 rubles. It was received by adjuncts of the Academy of Sciences, extraordinary professors and lecturers.
But let’s get back to the present. Let’s say that the university elite now has an incentive to raise the income of “scattered privat docents.” So that they become a little less distracted, combining 2-3 jobs for the sake of money. Well, and to receive more than a million – is it bad? Good, but… not good.
Firstly, the system of university salaries, additional payments, compensation and promotional payments, if correctly reconfigured, will balance anything. Boyle himself with Marriott, with the participation of the Accounts Chamber, will not figure out how funds can flow between communicating pockets.
And then there’s the notorious social justice. One-sided it somehow turns out. The deputy salary in the State Duma is 400-600 thousand, and the parliamentarians inexorably raise it for themselves. Nobody in the same Ministry of Education is in a hurry to reduce ministerial salaries, just as they are not going to cut the exorbitantly bloated “college-registrar” apparatus. So the question is: why the rectors?..
And if you remember again “until 1917”, in general, some kind of parsley turns out. A real secret adviser of the first class, and this is the level of the head of a leading ministry or even a prime minister, received 500 rubles. And the funny Balzaminov or Khlestakov, “a simple Elistratishka”, being just a collegiate registrar, earned 45 rubles. Multiplicity less than 12 between first and last…
