What the State Council of Tatarstan proposes is not yet a bill, but a legislative initiative. If approved by the relevant committee, it will be submitted to the State Duma in the form of a bill.

Now there is an active discussion. Moreover, which happens infrequently, State Duma deputies also act as opponents. “Attempts to solve the complex systemic problems of employment in a directive-command way are futile,” said Sergey Kabyshev, chairman of the parliamentary committee on science and higher education.

“This bill raises many questions. What – to send state employees to the Far East, and graduates of the paid department – to Moscow and St. Petersburg for “bread” places? ”, – the first deputy of the Committee Vladimir Sipyagin asks a rhetorical question.

The proposal was also criticized in the institute circles. Thus, the rector of the Moscow State Law University, Viktor Blazheev, pointed out that the idea of ​​the law is contrary to the Constitution, since the Constitution of the Russian Federation enshrines the human right to free labor and prohibits forced labor.

It is clear that there are also supporters of the revival of the Soviet distribution system. By the way, the decision on its introduction by the Council of People’s Commissars of the USSR was adopted exactly 90 years ago. Let’s just note right away that in its current form it is not at all Soviet.

“Children of officials, children of businessmen who are close to officials, get an education free of charge and then do not work,” Yaroslav Nilov, head of the Duma Labor Committee, is indignant. – What do we have as a result? Personnel shortage. First of all, in the countryside. And the programs “Village Doctor”, “Village Teacher” cannot cope with this.”

Alexei Zabelin, rector of the Moscow Financial and Law University, believes that students studying at the expense of the state should work for the good of the country, and besides, distribution is a guarantee of employment.

In other words, opinions vary. But most experts are against it.

The Soviet system had both pluses and minuses. The pluses include the influx of young people with higher education in remote areas (by the way, now this problem can be solved with the help of financial incentives), as well as the official, legal status of a “young specialist”, according to which a graduate was entitled to a number of benefits, including housing.

However, today we live in a different political and economic reality. And here there are some conflicts.

The Soviet distribution system was the same for everyone. And now a clear separation is proposed.

By introducing the idea of ​​Tatarstan deputies into the law, we thereby emphasize and loudly announce to the whole of Russia about the state (!) It turns out after all, that for the children of the rich and wealthy – complete freedom of choice, and for the children of the poor – a duty to the state? Although, in principle, state higher education institutions are supported by the state budget, which, in turn, is formed from the taxes of citizens, including the parents of students.

In conclusion, some considerations about university education in general. It is now divided into “payers” and “state employees”. State employees are enrolled in the Institute on a big competition.

For example, last year the average competition in St. Petersburg was 17.5 people per one budget place. In some universities of the country – much higher. In the capital’s Institute of Information Technology and Computer Science – 23 people per place.

One can imagine the level of students in such a competition.

That is, the “state employees” are the most severe selection of knowledge.
