RBC: regions bordering Ukraine asked to allocate funds for the implementation of the “Safe City”

The governors of the Kursk, Bryansk, Belgorod and Rostov regions turned to the Deputy Prime Minister – Minister of Industry and Trade Denis Manturov with a request to allocate additional funds from the federal budget for the implementation of the Safe City hardware and software complex (APC). Later, the governors of Crimea, Sevastopol, the Voronezh region and the Krasnodar Territory are going to turn to Mr. Manturov with a similar request. This was reported RBC with reference to sources.

According to RBC, letters from the governors of Kursk, Bryansk, Belgorod and Rostov regions with an appeal to Denis Manturov were sent in late August – early September. Crimea, Sevastopol, the Voronezh region and the Krasnodar Territory intend to send similar requests later, but RBC does not specify when exactly.

The governor of the Kursk region Roman Starovoit asked to allocate 1.5 billion rubles for the implementation of the Safe City. According to the estimates of the governor of the Belgorod region Vyacheslav Gladkov, the region needs 1.75 billion. RBC sources did not say how much other regions requested. According to the publication, about 13.7 billion rubles should be spent on all municipalities of eight regions. during two years.

According to RBC, the interdepartmental commission discussed the allocation of subsidies for the “Safe City” in two stages. The governors also requested that these funds be allocated directly from the federal budget.

According to the publication, Vyacheslav Gladkov believes that the introduction of the “Safe City” will ensure “an appropriate mode of operation of state authorities at the regional and municipal levels” against the background of the military operation in Ukraine.

Since mid-April, a yellow level of terrorist threat has been introduced in the Bryansk, Kursk and Belgorod regions, in the north of Crimea and in Sevastopol against the background of the Russian military operation in Ukraine. The border regions of the regions have come under fire more than once. Local authorities claim that they were carried out by Ukraine.

The “Safe City” must collect and process emergency data. The complex should include about 150 systems from four blocks: transport security, environmental security, security of the population, urban and communal infrastructure, coordination of the work of services and departments.
