RBC: Central Bank plans to launch preferential mortgage program in Donbass

The Central Bank is considering a mechanism for simplified lending to residents of regions annexed to Russia, learned RBC. According to the publication, the regulator is consulting with Russian banks from the top 10 on providing individual clients with preferential mortgage terms, including for buying housing outside of new entities.

“The segment of those who are now relocating from new territories is not yet provided with financial services due to a set of circumstances. Here everyone needs to think, there was a discussion with the regulator at the forum, including on this topic, ”said a RBC source in the banking sector.

According to several interlocutors of the publication, one of the central ideas of the Central Bank is to launch a program of preferential mortgages for the purchase of housing for residents of Donbass. “People have lost their savings, lost their homes, there is no job, how to give them a mortgage, how to give them basic financial products, given that their status is a long and complicated bureaucracy,” the source notes.

October 18, Deputy Prime Minister Marat Khusnullin declaredthat residents of the Kherson region within the framework of the refugee assistance program will be able to obtain certificates for the purchase of housing in any region of Russia. On November 9, Russian troops began leave Kherson, after which the Ukrainian authorities announced the start of work in the city of authorities subordinate to the government of Ukraine. How informed the Izvestia newspaper, members of the State Duma Committee on Construction and Housing and Public Utilities also sent a letter to Mr. Khusnullin, in which they proposed to consider issuing such certificates for residents of all annexed regions.
