Russian President Vladimir Putin announced the need to proceed from the interests of Russians in migration policy so as not to create risks in security, social and labor sectors. He said this at a meeting of the Council for Interethnic Relations.

“In migration policy, we must proceed, first of all, of course, from the interests of our citizens in matters of security, in the social sphere, and in the labor market. A flexible, balanced approach is very important here, which does not create risks for us, but works for the development of the country, for the country’s economy,” the head of state said (quoted by RIA Novosti).

Formerly Vladimir Putin signed decree amending the Concept of Migration Policy for 2019–2025. In accordance with these changes, in particular, the procedure for acquiring Russian citizenship for those permanently residing in the country and having at least one parent with a Russian passport was simplified. A simplified procedure for obtaining citizenship was also introduced for foreigners who are recognized as native Russian speakers, namely citizens of Belarus, Ukraine, Kazakhstan and Moldova.

The presidential decree also requires the creation of “attractive financial and social mechanisms” for the return of the departed Russians to the Russian Federation. In addition, the president called for the creation of “conditions for the return” of residents to new regions that they left due to hostilities in Ukraine.
