Russian President Vladimir Putin signed law on a single allowance for pregnant women and families with children under 17 whose income is below one regional subsistence minimum per person. The unified conditions for the payment of child benefits will come into force on January 1, 2023.
According to the law, the allowance, in particular, will combine:
- monthly allowance for pregnant women who are registered early;
- child care allowance for citizens who are not subject to compulsory social insurance in case of temporary disability and in connection with motherhood;
- monthly payments in connection with the birth or adoption of a child up to the age of 3 years, as well as for children aged 3 to 7 years and from 8 to 17 years.
The explanatory note to the law says that when determining the right to benefits, the applicant and his family members take into account the presence of movable and immovable property, income in the form of interest received on deposits (account balances) in banks and other credit organizations and more. If there are several children under the age of 17 in the family, the allowance will be assigned to each child.
The amount of the allowance for a woman registered with a medical organization in the early stages of pregnancy and for citizens with children under the age of 17 will be 50%, 75% or 100% of the regional subsistence minimum.
