Russian President Vladimir Putin signed law on the mandatory collection of genomic information from all suspects, including during administrative arrest. Now DNA analysis is taken only from those convicted of serious and especially serious crimes, as well as any crimes against sexual integrity. The law expands this list.
According to the document, if convicts are rehabilitated, they can demand the destruction of their genomic information, but some senators believe that the procedure may be too complicated. The same can be done by citizens who have received administrative arrest, in case of cancellation of the court decision.
The Investigative Committee will receive the authority to conduct mandatory genomic registration. The functions for its implementation will be redistributed among state authorities.
The law comes into force after 90 days from the date of its official publication. It was submitted to the State Duma in November 2020.
