Gardening partnerships will be included in the social gasification program. Vladimir Putin stated this while delivering his Address to the Federal Assembly. This is one of the most anticipated social benefits, which has finally been announced at the highest level and from the highest rostrum. However, the mechanism for its implementation may encounter problems that have to be solved with the social gasification of Russian villages and villages that is already being carried out today.

“The issue of social gasification is literally one of the most painful areas in the regions, starting from the Moscow region and ending with Kaliningrad and Primorye. The geography of courts, lawsuits and complaints that we receive is enormous. For example, in many regions of Russia, when applying for participation in social gasification, people are surprised to learn that before connecting gas to their household, this very household must be put into operation, which costs a lot of money,” Maria Arkhipova told MK, Chairman of the Russian Bar Association for Human Rights. – That is, people lived for years and did not think: social gasification has arrived – you need to immediately register ownership of a plot or a house. And this is a considerable expense. It is known that a huge part of our countryside real estate is not registered; people, for obvious reasons, are in no hurry to register their plots and houses and dachas as their property.

There are other problems too. Today, more than 1 million land plots have communications connected, ready to be launched as part of social gasification. However, among those wishing for free gasification under the guise of ordinary owners were numerous individual entrepreneurs, farms, commercial firms and enterprises. Both SNT and dacha partnerships will face the same problem when they gain access to free or discounted gasification. And this is worth paying close attention to. Since this is fraught with the fact that your pipeline and its capacity are designed for private houses, and, for example, greenhouses are connected to it, which take up a huge volume around the clock, which means that for some people the gas supply will be worse, if it will arrive at all.

Another problem is the collective owners of private gas pipelines, who chipped in and laid lines to their homes.

– Do we have these?

– Yes, there are many of them, and they will suffer. They are already suffering. Many owners of private gas pipelines were included in the social gasification program – that is, instead of the facilities of regional gas monopoly companies, which should create infrastructure for social gasification, they are included in it – and today, of the total number, almost 25 percent! – private gas pipelines built by the owners on their own and with their own money. Naturally, they do not want and will not want people to be connected to their lines for free as part of social gasification. But this practice exists today and causes a large number of complaints and legal disputes. This option is the most painful, since people often built gas pipelines with their last money or with borrowed funds, but now it will not be possible to return at least part of the funds in this situation. For our part, we see the solution to the problem with private gas pipelines as follows: to come up with a mechanism for compensation and redemption of such gas pipelines, similar to public-private partnership agreements and concession agreements, that is, to recognize private gas pipelines as built at the expense of citizens and acquire them into state ownership. Such a solution is possible at the level of the Government of the Russian Federation; it would relieve tension around the topic and make the mechanism for introducing social gasification quick and convenient, satisfying all parties.
