Russian President Vladimir Putin, at a meeting with the heads of Duma factions, said that the constitutional amendments adopted in 2020 significantly expanded the powers of parliament. He admitted that not all citizens felt the changes, but the role of parliament, in his opinion, has strengthened.
“The Constitution, which we always consider as a living organism, and the constitutional amendments adopted during the all-Russian vote in 2020, significantly expanded the powers, strengthened the influence, and increased the responsibility of the Federal Assembly,”— stated Mr. Putin.
The head of state noted that the 1993 Constitution created “strong guarantees of respect for the rights and freedoms of Russian citizens,” as well as the foundations of the legal system and “balanced federal decisions.”
December 11, the day before Constitution Day, Deputy Chairman of the Security Council Dmitry Medvedev statedthat the adoption of a new version of the Basic Law is not required. However, he admitted that under certain conditions, when social changes are sufficiently serious, it will be necessary to make “spot changes” to the Constitution.
In the summer of 2020, a vote was held on amendments to the Constitution, as a result of which 77.92% of Russians supported the changes. As part of the amendments that came into force on July 4, 2020, the terms of the president who already held this post were reset. The Basic Law also enshrined a new procedure for appointing the government, the immunity of ex-presidents and the possibility of lifelong tenure as a senator.
