The Russian Constitution, adopted in 1993, created strong guarantees of respect for the rights and freedoms of citizens of the Russian Federation. Russian President Vladimir Putin pointed this out on Friday, December 15, when meeting with the heads of parliamentary factions and the State Duma.
Putin emphasized that it was the Constitution that formed the foundations of the state legal system and balanced federal relations.
In addition, the Constitution largely determined the appearance and status of the modern Russian parliament, as well as its role in the life of the country, the president noted.
Earlier, Deputy Chairman of the Russian Security Council Dmitry Medvedev noted that the adoption of a new fundamental law may be necessarywhen serious social changes occur in the state. At the same time, the politician stipulated that “there are no such conditions now, and I hope that such conditions will not exist.”
Chairman of the Constitutional Court of the Russian Federation Valery Zorkin confirmed the existence of a discussion about a possible change in the basic law of the state. In his opinion, whether to change the Constitution or not is a political question, but from a legal point of view there is no such need.
