As Vladimir Putin said, businesses that invest in the development of social projects need to be stimulated. He also said it was necessary to “close all sorts of loopholes” that some companies use to evade taxes or understate their tax payments.
Until 2021, Russia had a flat tax scale – all citizens paid income tax at the same rate – 13%. On January 1, 2021, a progressive personal income tax scale, called a tax for the rich, began to operate in Russia. Now personal income tax for some individuals has become 15%.
