Putin introduced provisions on the new territories of Russia to the Constitution

Russian President Vladimir Putin instructed publish a new text of the Constitution, which will be amended for four new regions of the country. Now the Basic Law will list 89 subjects of the federation, which was replenished with the Donetsk and Lugansk people’s republics, as well as the Zaporozhye and Kherson regions. The decree comes into force from the date of its signing, October 5.
On September 30, Vladimir Putin signed an agreement on the entry of territories into Russia. The decision was made following a referendum. constitutional Court acknowledged treaties are constitutional. State Duma and Council of the Federation unanimously approved laws on the accession of new regions to Russia. President today signed relevant laws and appointed acting head.
According to the adopted laws, the “limits of the territories” of the DPR and LPR are established by the constitutions of the republics on the day of their formation and adoption in the Russian Federation. The borders of the Kherson and Zaporozhye regions are determined by their borders on the day of joining Russia. Until January 1, 2026, a transitional period is in effect for the annexed territories.
Residents of the new regions will become citizens of Russia upon filing an application and taking the oath of a citizen of the Russian Federation. The state language in the territories will be Russian, in schools will continue learn Ukrainian. During the signing of the treaties in the Grand Kremlin Palace, Mr. Putin said that the inhabitants of these regions “become our citizens forever.”
