Russian President Vladimir Putin signed law, which prohibits citizens from leaving the country from the moment they receive a summons to the military registration and enlistment office. The travel ban will be in effect from the moment the summons is placed in the register of those served.
The State Duma in April approved a law on the creation of a unified register of persons liable for military service, which equates electronic summonses to paper ones. The Ministry of Digital Development predicts that the register will not be launched until autumn.
The State Duma adopted the law on July 25, Federation Council approved him July 28th. The words “and those who received the summons from the military commissariat” shall be deleted, the words “when, in accordance with the Federal Law, such a summons is considered to have been served”, replaced by the words “placement of the summons of the military commissariat in relation to them in the register of sent (delivered) summonses”, the amendments say.
The decision to ban the conscript from leaving will be formed by the military registration and enlistment office on the day the summons is sent to the citizen, previously he acted from the moment when the summons was considered handed. The decision to cancel the imposed restrictive measures, including the ban on leaving Russia, is formed automatically in the military register. On the day the agenda is posted in the register, the notification is sent to the citizen in his personal account on the public services portal.
The law also clarifies the procedure for transferring information about citizens who are required to be registered with the military: now the regional authorities will transfer all information to the Ministry of Health, which will ensure the transfer of information to the register. Previously, regional authorities transmitted this information electronically, having received data on the health of conscripts from medical organizations.
