Putin approved the procedure for living in the Russian Federation for residents of new regions without Russian citizenship

Russian President Vladimir Putin signed a decree approving the specifics of the legal status of residents of new regions who have not become Russian citizens. Such people can be expelled from the territory of Russia if they pose a threat to national security, for example, advocate for the violent change of the foundations of the constitutional order, plan and finance terrorist attacks, or participate in unauthorized actions.

According to the decree, residents of new regions who wish to retain their former citizenship, as well as citizens who lived in these territories and moved to Russia before September 30, 2022 (if they refuse to apply for Russian citizenship), will be considered foreigners. Such citizens and stateless persons will be able to apply for a residence permit.

With respect to such citizens, if their actions threaten the national security of Russia, “decisions can be made on deportation, readmission, administrative expulsion from the Russian Federation, refusal to enter the Russian Federation, reduction of the period of temporary stay, undesirability of stay (residence) in the Russian Federation, deprivation of refugee status or temporary asylum , on the annulment of a residence permit,” the decree says.

Who may be subject to the following measures:

  • to those who advocate a violent change in the foundations of the constitutional order;
  • to those financing or planning terrorist or extremist acts, as well as to assisting such activities;
  • to those who encroach on public order, including participants in “unauthorized meetings, rallies, demonstrations, processions or picketing”.

A person who is decided to be deported will be obliged to leave the territory of Russia within three days.
