Putin approved a new Climate Doctrine – Kommersant

Russian President Vladimir Putin signed a decree approving a new Climate Doctrine, which replaced a similar document from 2009. The key goal of the new doctrine is to achieve carbon neutrality in Russia by 2060.
The document was published on portal legal information. The new doctrine has 22 pages and five sections. It came into force from the date of signing – October 26.
Climate doctrine is a system of principles and goals aimed at implementing a unified state policy related to climate change and its consequences. The document emphasizes that a long-term solution to climate problems is only possible through the joint efforts of all states, and Russia is ready to participate in the development of collective measures.
The doctrine also states that climate change poses a threat to national security. This threat must be responded to “using means that can achieve the desired environmental and economic effects,” the document says.
