Putin allowed to use mother’s capital to pay for kindergartens

Russian President Vladimir Putin signed law, allowing spending funds from maternity capital to pay for educational services provided by individual entrepreneurs. We are talking about private kindergartens. Amendments are being made to Article 11 of the Federal Law “On Additional Measures of State Support for Families with Children”.
The bill was submitted to the State Duma by a group of deputies in November 2019 and is aimed at increasing the availability of preschool education. The explanatory note says that the law establishes “an unequivocal opportunity to direct maternity capital funds to pay for preschool education services provided by individual entrepreneurs with a license for educational activities.”
It is noted that, on the basis of the current provisions, the competent authorities refuse to transfer maternity capital funds to individual entrepreneurs, which gives rise to litigation and citizens’ appeals to the prosecutor’s office “taking into account the discriminatory conditions for entrepreneurs of various organizational forms, actually operating in identical circumstances.”
From January 1, 2020, maternity capital is issued in Russia at the birth of the first child. From February 1, 2022, its amount for the first child is 524.5 thousand rubles, for the second – 693.1 thousand rubles, if the family did not receive maternity capital for the first child.
