Putin allowed to detain for 30 days for violating martial law

Russian President Vladimir Putin signed a law allowing detention for 30 days for violating martial law. Document published on official portal of legal information.
The law supplements Part 1 of Art. 3.9 of the Code of Administrative Offenses (Administrative arrest) with the words “martial law regime” a list of reasons for which administrative arrest is provided for 15 days.
The document also adds Article 20.51 to the Code of Administrative Offenses on violation of martial law. “Violation of the provisions established in accordance with the federal constitutional law “On Martial Law” and other regulatory legal acts of the Russian Federation on martial law, if these actions do not contain a criminally punishable act, – entails the imposition of an administrative fine on citizens in the amount of five hundred to one thousand rubles or administrative arrest for up to thirty days; on officials – from one thousand to two thousand rubles or administrative arrest for up to thirty days, ”the text of the amendment says.
It follows from the text of the law that the fact of violation of martial law will be determined by officials of federal executive bodies, their territorial bodies, executive bodies of the constituent entities of the Russian Federation and military command and control bodies that ensure martial law.
The law was published against the backdrop of the situation with Wagner PMC. Late on the evening of June 23, its founder Yevgeny Prigozhin circulated messages accusing the Ministry of Defense of attacking the Wagner PMC camp and that 25,000 people were going to “deal with it.” Ministry of Defense called this is an “information provocation” and rejected accusations of strikes on PMC positions. In the morning, Yevgeny Prigozhin said that the PMC controls military facilities in Rostov-on-Don.
