The document authorizes military service in the Russian Armed Forces in peacetime by “citizens who have citizenship (nationality) of a foreign state or a residence permit or other document confirming the right to permanent residence of a citizen in the territory of a foreign state, and foreign citizens.”
According to the decree, military service on conscription is carried out by soldiers, sailors, sergeants, foremen who have foreign citizenship or a residence permit in the Russian Federation.
Previously, Russians with only Russian citizenship could serve on conscription. Foreigners had and still have the opportunity to serve under a contract. Stateless persons will also be able to serve in the Russian army.
September 24 President signed a law that allows foreigners who served in the Russian army to obtain Russian citizenship in a simplified form – without providing a residence permit. Foreigners can obtain Russian citizenship by concluding a contract with the Russian armed forces for a period of at least one year.
