The Ministry of Science and Higher Education, together with the Higher School of Economics, announced the results of the 12th monitoring of the quality of admission to higher educational institutions in 2022. It was compiled on the basis of data on the average score of applicants enrolled in the first year following the results of the Unified State Exam. The general conclusion: the quality of admission to budgetary and commercial departments remained at the level of 2021 – the average USE score for budgetary admission in the whole of the Russian Federation is 70.3, the average USE score for paid admission is 65.5. By the way, as for the capital’s universities, the average score across the institutions as a whole fell by 0.5 points last year compared to 2021. In St. Petersburg, this indicator was equal to 1.5 points.

As HSE Academic Supervisor Yaroslav Kuzminov noted, “The achieved balance point of around 70 points means that half of the students enrolled in the budget are high school students. This is a good result.” And the gap of 5 points between “state employees” and “paying employees” shows that many students who enrolled in paid education in 2022 could, if they wish, try to enroll in a state-funded place.

Another interesting indicator presented in the monitoring: 21% of students enrolled in universities have average USE scores from 80 to 100 points, 25% – from 70 to 79 points. Only 18% of the applicants had less than 56 points.

The top 5 universities that accepted more than three hundred applicants with the highest scores for budget departments traditionally included: Moscow Institute of Physics and Technology, Higher School of Economics, Lomonosov Moscow State University. Lomonosov, MGIMO and ITMO University, St. Petersburg. Applicants who were enrolled in state-funded places in these universities had an average USE score from 94 to 97 points. The top 5, which admitted less than three hundred applicants with the highest scores to budget departments, included: State Institute of the Russian Language. A. S. Pushkin, All-Russian Academy of Foreign Trade, National Research University Higher School of Economics – Perm, St. Petersburg University of Trade Unions for the Humanities and the State Academic University for the Humanities.

As for the features of the host company last year, two important points can be answered in it. Firstly, the cancellation of the second wave of admission to universities led to the fact that universities had to get students to vacant places almost in September. And this slightly lowered the statistics on the average score. Secondly, in the system of admission appeared “variability of entrance examinations”. This means that in the same direction, an applicant could submit the results of the USE for the competition in, for example, physics or computer science, history or social science, biology or mathematics. By the way, almost a third of all state universities in the country offered such variability to applicants.

According to monitoring data, enrollment targets in 2022 have been sharply increased by seven universities: MEPhI — by 66%, MSTU Stankin — by 42%, First State Moscow Medical University. I. M. Sechenov – 36%, Russian State University of Oil and Gas. I. M. Gubkin – 34%, MTUCI – 24%, Moscow Polytechnic University – 23%. The leading institutions in terms of the quality of admission to commercial departments (here we are talking about the high score of the Unified State Exam) were: Moscow Institute of Physics and Technology, MGIMO, National Research University Higher School of Economics, Moscow State University. M. V. Lomonosov, MEPhI, Academy of Foreign Trade. But the Russian Academy of National Economy became the leader in terms of the number of accepted paying students: in 2022, more than five thousand students were admitted to commercial places.
