Public activists have prepared a draft amendment to the Criminal Code with new sanctions against dog breeders who violate the rules for walking pets. The authors of the bill propose to apply the toughest measures to owners who neglect visits to veterinarians for rabies vaccinations. The developers emphasize that it does not matter if the dog is sick. The main thing is that she does not walk without vaccination and without a leash. In this case, if the dog bites someone, the owner will face up to two years in prison, plus compensation for non-pecuniary damage and treatment costs to the victim.
In addition, activists propose to introduce criminal liability for dog breeders who let their four-legged friends go for a walk without a leash next to the roadway. If a bobby jumps out onto the road and provokes an accident without the wounded or dead, the sanction for the negligent owner will be the same – two years in prison and compensation for damage. If people are injured in the accident, the punishment will be three years in a colony. The dog breeder will be able to avoid liability if he proves that the pet has fallen off the leash.
Another option is a sharp deterioration in the owner’s well-being, because of which he could not keep the dog in place. But health problems in this case must be confirmed by doctors. Finally, a walk with a small breed dog or a puppy without a leash and collar will not become a reason for initiating a case.
