The Prosecutor General’s Office presented in court a response to a deputy request from St. Petersburg parliamentarian Boris Vishnevsky (Yabloko), which states that the display of the Ukrainian flag, as well as the combination of yellow and blue colors in clothes, do not discredit the Russian army. Mr. Vishnevsky sued the Prosecutor General’s Office, as he was not satisfied with the answer to the request that he sent in May 2022. In it, in addition to demonstrating the flag of Ukraine, he asked whether the military operation in Ukraine could be called a war. Then he was only answered that Russia had not declared war on anyone and had not introduced martial law on its territory.

At the same time, the Prosecutor General’s Office writes that a demonstration “in itself” is not discrediting. The decision on whether to prosecute a person with such a flag would depend on the “totality of the facts” of the case.

In the same court, Boris Vishnevsky is challenging the blocking of his page on VKontakte. Access to it was restricted at the request of the Prosecutor General’s Office.
