Chairman of the State Duma Committee on Defense Andrei Kartapolov in an interview “Parliamentary newspaper” said that private medical clinics will soon be required to transfer information about clients to military registration and enlistment offices. According to him, this decision was made “so as not to pull the person once again.” The day before, the government ordered Rosobrnadzor to collect information about students and transfer it to military registration and enlistment offices “to update military registration documents.”

Mr. Kartapolov noted that relevant resolutions are being prepared for tax authorities, medical organizations (including private ones), territorial bodies of the Ministry of Internal Affairs and employer companies (public and private). According to him, they will “soon” receive resolutions similar to the one received by Rosobrnadzor.

“This is necessary so that a person does not have to be pulled over again, so that he does not think about whether to go to the military registration and enlistment office or not, and if he goes, what documents to take with him,” said the parliamentarian.

He also stated that such a solution would help relieve military registration and enlistment offices of unnecessary workload, because they would not have to deal with updating the data themselves. In addition, this will help “to avoid mistakes when summonses during the conscription campaign are given to those who are not subject to conscription.”

October 3 government obliged Rosobnadzor collects information for military registration about students of schools, colleges and universities and sends it to military registration and enlistment offices. According to the resolution, we are talking about schoolchildren, as well as students in programs of secondary vocational education, bachelor’s, specialty, master’s, residency, assistantship-internship, training of scientific and scientific-pedagogical personnel.

After processing, the collected data on conscripts will be entered into the unified military registration register of the Russian Federation. On April 14, 2023, Russian President Vladimir Putin signed a law on the creation of a unified register of military personnel and electronic summonses. The document provides for sending summonses electronically and also imposes restrictions on draft evaders. In particular, they will be prohibited from traveling abroad, and their driver’s license will cease to be valid. On September 19, Deputy Head of the Ministry of Digital Development Oleg Kachanov stated that the registry will be fully operational in 2025, and the pilot project will be launched before the end of 2023.
