Principals of Nizhny Novgorod schools received detailed instructions on how to act in the event of an attack by unmanned aerial vehicles (UAVs) with explosives. The regional Ministry of Education sent circulars to the leadership of a number of educational institutions, which also described the algorithms for responding to employees, security guards and students in the event of a terrorist attack on a school, college or technical school and hostage-taking. The Nizhny Novgorod Ministry of Education confirmed to Kommersant that the letters had been sent to educational institutions that would take part in antiterrorist defense exercises.

In the letters received by the leadership of a number of Nizhny Novgorod schools, it is said that in the event of an UAV attack and an explosive device is triggered on the territory of an educational institution, the director is first of all obliged to inform the operational services and notify the direct management. He should not approach the scene directly, but should assess the situation from a distance and decide on the directions of evacuation. In the event that the drone delivered several explosive devices, but only one worked, the leader must in any way inform people nearby about the danger. He is also obliged to set up observation of the scene at a safe distance and organize informing the parents of students.

In the event of an emergency, the personnel of educational institutions are required to leave the danger zone and organize the evacuation of students. If possible, it is necessary to open all the windows in the educational institution to disperse the blast wave in case of repeated detonation of the charges. Students must turn off communications and follow the instructions of school staff and security. At the same time, students can help each other only at the direction of teachers.

Similar algorithms of actions are described for situations when terrorists armed with firearms or Molotov cocktails attack a school, when a hostage situation occurs, or an explosive device is found in a building. A comparative table is attached to the document indicating the safe distance for evacuation in case an explosive device or an object similar to it is found. In particular, for an RGD-5 grenade, this distance is 50 m, and for a truck that can be loaded with explosives, this distance is 1240 m.

In the past winter and spring of 2023, schools, colleges and technical schools in Nizhny Novgorod were regularly targeted by “telephone terrorists”. Students were regularly taken outside, and sappers and rescuers searched the premises. In none of the cases was the report of a planted explosive device confirmed. We also note that the Nizhny Novgorod region has not been attacked by drones before. In addition, the region is located quite far from the zone of active hostilities.

At the request of Kommersant, the regional Ministry of Education explained that a letter indicating the algorithm of actions was sent to educational institutions that would become participants in anti-terrorist security exercises.

These exercises are planned to cover all state and at least 50% of municipal educational organizations. “At the end of August 2023, an all-Russian exercise will be held in the country to develop a comprehensive scenario for the actions of employees of educational organizations and security officers in the event of a threat of an armed attack and, if necessary, to detect an explosive device placed in a building or on an adjacent territory,” the ministry noted.

The teachers interviewed by Kommersant could not comment on the introductory letters, explaining that they had not yet seen the letters.

Belgorod schools will be protected with impact-resistant film and sandbags

The academic year in schools and kindergartens in Belgorod will begin in person, taking into account the additional security measures taken in connection with the ongoing shelling and drone attacks from Ukraine. However, regional schools within a 20-kilometer zone from the border with Ukraine will continue to work remotely, as they did last year. In border areas, this format will be combined with face-to-face.

To improve the safety of educational institutions, the authorities of the region purchased impact-resistant film for windows in educational institutions. It was tested in mid-July: Governor Vyacheslav Gladkov said that the film can reduce the scattering of glass fragments during the explosion of shells. The window openings of the buildings of educational organizations are covered with sandbags – this measure is also designed to minimize the consequences of the blast wave.

Information appeared on social networks that parents of students were involved in the work on laying sandbags at the windows. However, the government of the Belgorod region told Kommersant that the education system and municipalities are doing this work on their own and do not involve parents in it: “If one of the parents offers their help, then only in this way, exclusively on a voluntary basis of personal initiative.”

High school students will study unmanned aerial vehicles at life safety lessons

Schoolchildren in grades 10-11 will learn how to counter unmanned aerial vehicles (UAVs) as part of basic military training (CMP). The thematic module is listed in the course program. Module 3 of the Fundamentals of Technical Training and Communications course states that students should “have an idea about the methods of combat use of unmanned aerial vehicles (UAVs) and reconnaissance of the area using UAVs; know the algorithm for countering enemy UAVs; perform practical actions to control the UAV”.

NVP is included in the program “Fundamentals of Safe Life” for grades 10-11, the corresponding section appeared in the textbook on this subject. The new school life safety program was approved at the end of 2022. In addition to UAVs, at military training lessons, high school students will learn how to handle a Kalashnikov assault rifle and provide first aid, as well as learn about the principles of operation of the F-1 and RGD-5 grenades. But from the next academic year, life safety in schools will replace the subject “Fundamentals of Security and Defense of the Motherland.” Now the course is in the process of development, the high school curriculum will also include blocks on the causes of the special military operation.

Also earlier, Minister of Education Sergey Kravtsov said that the specialty “operator of unmanned aerial systems” was included in the new approved list of professions that will be taught in Russian colleges.
