Polyansky called the conditions for Russia’s return to the grain deal

Russia will return to the grain deal after meeting seven conditions, said Dmitry Polyansky, First Deputy Permanent Representative of the Russian Federation to the UN. A fragment of his speech at a meeting of the Security Council of the organization published Permanent mission of Russia to the UN.

From the conditions announced by Polyansky, it follows that sanctions should be lifted from the supply of Russian grain and fertilizers to world markets. It is also necessary to lift restrictions on Russian banks servicing the supply of fertilizers and food.

“We are also talking about their immediate connection to the international banking settlement system SWIFT. Some new promises and ideas in this regard will not suit us, we only need the fulfillment of these conditions,” the diplomat said.

The third condition Polyansky called the resumption of exports of spare parts and components for agricultural machinery from the Russian Federation. In addition, “all issues with the freight [плата за перевозку груза] ships and insurance of Russian export food supplies, all the logistics of food supplies are provided. He explained that the increase in the cost of freight and international financial settlements led to a “loss of profitability of deliveries by half.”

The diplomat called the provision of conditions for expanding the supply of fertilizers and raw materials for their production as the fifth condition. “Including the work of the Togliatti-Odessa ammonia pipeline,” he added. Another condition for the renewal of the agreement is the unblocking of the assets of the Russian Federation, which are associated with the agricultural sector.

The last, seventh condition of Russia, according to Polyansky, is “the restoration of the original humanitarian nature of the grain deal.” According to him, the agreement should work in the interests of countries in need, and not make “rich countries even richer.”

“Once all these conditions are met, we will immediately return to the grain deal. It is their implementation that will become the contribution of Western states to ensuring international food security,” Polyansky emphasized.

Russia left the grain initiative, which was signed on July 22, 2022 by representatives of Turkey, the UN, Russia and Ukraine on July 17. The Kremlin explained this by the failure to fulfill the second part of the agreement, which concerns, among other things, the lifting of restrictions on the supply of Russian products. At the same time, Russian President Vladimir Putin noted that the deal could be resumed if Russia’s demands were met.

On the day of Russia’s withdrawal from the agreement, Polyansky informedthat the Russian Federation has made a final decision. At the same time, answering the question whether there will be more negotiations on the Black Sea initiative, he said that he did not know about it.
