Born on February 20, 1959 in the village of Mezha, Nelidovsky District, Kalinin Region (now Tverskaya). In 1981 he graduated from the Leningrad Civil Engineering Institute with a degree in motor roads.

In 1979, he worked in Leningrad as a construction foreman at Mostotryad-77 of Moststroy No.6. Since 1983, after military service, he has been in various positions in the construction department No. 4 of Leningrad. Since 1988, he held the position of chief engineer of the construction department No. 3 of the Lendorstroy trust. In 1997 he was appointed General Director of Lendorstroy JSC.

Since 2006, he worked in the structure of the Federal Highway Agency, having gone from the first deputy general director of the Directorate for the construction of a transport bypass to the general director of the institution.

In 2014–2015, he served as Deputy Minister of Transport of the Republic of Crimea, then as Advisor to the Head of the Federal Road Agency. Since September 2015 – Head of FKU “Tsentravtomagistral”.

In August 2018, he was appointed first deputy chairman of the board of the state company Russian Highways (Avtodor) for technical policy. On February 6, 2019, he replaced Sergey Kelbakh as Chairman of the Board of Avtodor.
