Presidential spokesman Dmitry Peskov confirmed Kommersant’s information that there would be no message from Vladimir Putin to the Federal Assembly this year. He explained this by the peculiarities of the work schedule.
“It won’t be until the new year. Geographically, this is already next year,” the Kremlin spokesman said. He also recalled that earlier, in 2017, the President’s message had already been postponed. There were no consultations with the Constitutional Court regarding the postponement, Mr. Peskov said.
Earlier, Kommersant’s sources reported that “pre-preparation” for the speech was underway, but the presidential administration did not reach the scale of work on the text. The Presidential Administration believes that it is better to announce the message when the situation in the special military operation zone becomes clearer.
