Peskov: bill on electronic subpoenas should streamline conscription, it is not connected with mobilization

Press Secretary of the President of Russia Dmitry Peskov said that the adoption of the bill on electronic subpoenas should not cause panic among the population or lead to a new wave of emigration, since the project is designed to streamline the conscription of those liable for military service. He also pointed out that it is the responsibility of the “state machine” to pay attention to the questions of citizens and answer them.

“It needs to be understood and explained. Military registration is something that the citizens of our country, according to the Constitution, constantly face, at least once during their lives. Accordingly, the system must keep pace with the demands of the times,” Mr. Peskov explained the amendments to Russian legislation, answering a question from Kommersant during a press call.

According to Dmitry Peskov, at the moment the bill is under discussion in parliament and deputies are paying attention to questions from citizens. “The bill goes through the Duma, of course, the deputies hear a huge number of questions that arise. Of course, if people have questions, then the duty of both the state machine and our people’s representatives is to clarify these issues. So here you just need to be patient,” he said.

The press secretary of the President of Russia agreed that there are “really a lot of nuances” in the issue of the distribution of electronic summonses. However, according to him, work on these issues is being carried out “at the expert level.” “There are still really a lot of questions: e-mailing, how it will be carried out, on the basis of what. It talks about “Gosuslugi”, but they are optional, etc. Therefore, there are really a lot of nuances here, quite rightly,” said Mr. Peskov.

Nevertheless, Dmitry Peskov stressed that it is necessary to digitize military records in Russia. “We need to improve and modernize the military accounting system. We talked about this after we ran into problems at the initial stage of the NWO. Therefore, we need to improve this, we need the digitalization of this system so that it really becomes understandable, fast, informative and easy for all citizens,” he concluded.

To the question of whether electronic subpoenas would be sent to the Gosuslug portal in the event of a second wave of mobilization, Mr. Peskov replied: “There is no second wave (mobilization.— “b”). As for the agendas, we are currently working on the bill.”

Today, April 11, State Duma will consider amendments on the unified register of persons liable for military service. As part of the draft law, it is proposed to legally equate electronic summonses to military registration and enlistment offices with paper ones. Citizens are invited to send digital agendas through the State Services portal. According to Andrey Kartapolov, head of the State Duma Committee on Defense, the new rules for receiving subpoenas affected not only conscripts, but all those liable for military service. Restrictive measures for evaders will also be expanded.
