As Anna Katamadze, deputy head of the Federal Treasury, said, the department is preparing to introduce electronic procurement of state-owned companies. Complete digitalization of government procurement previously made it possible to reduce payment terms to enterprises and small businesses to seven days – this is an effective anti-crisis measure that accelerated the flow of money into the economy. At the same time, the Treasury records abuses under 223-FZ: customers often set payment terms of 200–250 days. Senators are also paying attention to this problem. In particular, members of the Economic Policy Committee Andrei Kutepov and Vladimir Kravchenko wrote in a letter to Mikhail Mishustin dated September 25 that customers under 223-FZ independently determine the terms of settlements with suppliers in their procurement regulations.
