Expenditures on budget items related to child support in 2024 will amount to 3 trillion rubles, which is 200 billion more than this year’s expenses. This is reported “Vedomosti” with reference to the “Main Directions of Budget, Tax and Customs Tariff Policy for 2024 and the Planning Period of 2025 and 2026” published by the Ministry of Finance.
The Ministry of Finance expects that these funds will be used for eight support measures, including creating conditions for the work of parents of young children and preserving the reproductive health of the population. Most of all (1.3 trillion rubles) will be spent on paying benefits in connection with the birth and upbringing of a child. 207.2 billion rubles have been allocated for the payment of maternity capital.
From February 1, 2023, maternity capital in Russia was indexed by 11.9%. Now the amount of payment for the first and second child is 587 thousand and 775.6 thousand rubles. respectively. According to the law, maternity capital can be spent on improving living conditions, a child’s education, and also on paying for social rehabilitation for children with disabilities. In July the government didn’t support a bill proposing to spend maternity capital on paying for sports clubs for children and on medical insurance for a child up to one year old.
In August, Vladimir Putin instructed the government to ensure the payment of monthly benefits for children, including if the income of able-bodied family members increases while receiving payments. The unified benefit is a measure of social support for parents and pregnant women, which, from January 1, 2023, combined previous payments for children. From 2024, the authorities want to replace with a single benefit all monthly payments that are assigned to families with children under 17 years of age inclusive.
